Purpose of Role
The Person in Charge (PIC) is a suitably qualified and experienced manager with full responsibility, authority, and accountability for the provision of designated services within Resilience Healthcare, in line with all relevant legislation, regulations, and standards.
As PIC, the post holder is legally responsible for ensuring that the service:
•Is safe, effective, and person-centred
•Operates in full compliance with the Health Act 2007
•Meets the requirements of the Care and Support of Residents in Designated Centres Regulations 2013
•Adheres to the National Standards for Residential Services for Children and Adults with Disabilities (2013)
•The PIC provides leadership to Team Leaders and staff teams and ensures that service users are supported to live meaningful lives in a home-from-home environment, with dignity, choice, and respect.
The PIC is expected to actively demonstrate Resilience Healthcare’s Family Principles, including trust, accountability, safety, respect for resources, evidence-based decision-making, and openness to innovation and technology.
Key Responsibilities
1. Service Delivery & Care Planning
•Ensure robust assessment processes are in place for individuals referred to Resilience Healthcare
•Ensure each service user has an individualised support plan, developed in partnership with the individual and relevant stakeholders
•Ensure plans are implemented, reviewed, and updated as required and at least annually
•Promote and embed person-centred, rights-based practice across the service
2. Health, Wellbeing & Clinical Oversight
•Ensure service users have timely access to appropriate healthcare and allied health services
•Ensure safe and effective systems for medication management and administration
•Oversee audits, identify non-conformances, and implement corrective and preventative actions
•Promote best practice in health, wellbeing, and positive risk-taking
3. Leadership, Staffing & Workforce Management
•Provide strong leadership and act as a positive role model for values-led practice
•Ensure staffing levels and skill mix are appropriate to the assessed needs of service users
•Recruit, induct, supervise, and develop staff in line with organisational requirements
•Ensure staff are trained, competent, and familiar with:

•Hold regular 1:1 supervision, address performance issues, and support individual and team development
4. Governance, Compliance & Regulatory Accountability
•Hold overall responsibility as PIC for regulatory compliance within the designated centre(s)
•Ensure services are inspection-ready at all times
•Manage engagement with HIQA, including inspections, action plans, and regulatory notifications
•Ensure accurate, timely reporting to internal and external stakeholders
•Audit service user records and operational documentation regularly
5. Communication & Stakeholder Engagement
•Develop and maintain effective relationships with service users, families, and representatives
•Maintain positive working relationships with multidisciplinary teams and external agencies
•Ensure concerns affecting service users or service delivery are identified, escalated, and addressed promptly
•Communicate effectively with senior management regarding risks, trends, and service performance
6. Health, Safety & Risk Management
•Promote a strong culture of health, safety, and wellbeing
•Ensure incidents, accidents, and near misses are reported, reviewed, and managed appropriately
•Review incidents in collaboration with relevant professionals.
•Ensure staff are trained in emergency procedures, fire safety, and the safe use of equipment
•Ensure premises, equipment, and systems are maintained in a safe and timely manner
7. Safeguarding & Protection
•Ensure robust safeguarding systems are embedded and effective
•Ensure all staff are trained in safeguarding and protection procedures
•Act immediately on safeguarding concerns and ensure statutory reporting requirements are met
8. Administration, Systems & Records
•Ensure compliance with internal and external reporting requirements
•Maintain accurate, professional, and confidential records
•Ensure effective use of electronic systems for care records, reporting, and service oversight
9. Continuous Improvement & Service Development
•Lead and support continuous improvement initiatives
•Use feedback, audits, and data to inform service development
•Embrace change and contribute to the ongoing development of Resilience Healthcare
10. Financial Management
•Manage service resources effectively within allocated budgets
•Ensure value for money while maintaining quality, safety, and compliance
11. Confidentiality
All information relating to service users, staff, and the organisation must be treated as strictly confidential.
Unauthorised disclosure may result in disciplinary action, up to and including dismissal.
Experience
•Minimum of 3 years’ experience in a management role within health or social care services
•Experience holding operational responsibility for regulated residential and/or community-based services
•Experience managing services for adults and/or children with intellectual disabilities and/or autismExposure
•Significant experience operating as Person in Charge or in a role with equivalent regulatory accountability
•Direct experience engaging with HIQA inspections, regulatory notifications, and compliance processes
•Exposure to safeguarding, risk management, incident management, and quality improvement systemsEducation
•Degree QQI 7 in Applied Social Studies in Social Care or a related health or social care discipline preferred, QQI 5 essential.
•Post-registration qualification in management, health, leadership, or a related field
